Especially on the subject of Garleans and the ability to use magic. Garleans still cannot use magic even when they come to Eorzea. They're surrounded by lands that utilize magic, and as they expand and conquer these lands for their own, they still cannot cast spells. The inability to use magic is obviously a genetic trait.
