In FF11, Red Mages did wear light to heavy chain mail armor based equipment since they were like mixture of all round magic user plus weapon user. - So it's possible to wear armor that can be considered heavy while using magic. Armors shouldn't affect one to cast magic, imo.

20-25kg is still a lot of weight that a mage has to generate the extra fitness level for, when they have, you know, magic spells to use for their defense instead.

What if they use their magic to make the armor feel lighter? There are plenty of magic spells that exist.
