On a poll of one of those named as leaders, it seems to be inactive with the owner of the linkshell MIA.

There's sometimes activity (if someone speaks up and I'm in a place where I can respond, I usually do), but yes, it's usually quiet.

For me the question is.. should I empty out an linkshell slot for this?

Being entirely fair and honest, based on my experience with it: if you have to choose between this and another LS, unless you intend to be an active RPer (as opposed to a reactive one) in the shell, I wouldn't pick this one over another more active one. However, if you have a free LS slot and would use this LS, it might be worth getting an invite.
