Is this limited to FC? I belong to OOC RP LSes, but not FCs. FC is purely IC.
To be an interesting, intriguing, well-written character, there needs to be something to allow the audience to relate to them. That is what the problem is with who wants their character to be "perfect". Perfect characters will never be strong, and strong characters will never be perfect, because WE (those who read, who watch, who RP) are not perfect.

So I take the lack of answer as a yes, this will be limited only to RP FCs, and keep RP LSs out? Isn't that a bit restrictive? RP LSs usually host a wider amount of roleplayers than RP FCs do (since to join an RP FC, you have to leave another FC, you can only have one, or maybe you're just the type that doesn't want to have any FC). As I said, I do RP with both FC and LS, but our FC is only a smaller part of our universe. Like, to make a comparison, whereas our RP LS is "Hydaelyn", our RP FC is "The Star Onion Brigade in Hydaelyn". It includes only a small amount of what our RP LS has, because the LS, unlike the FC, can host even RPers who do not want to part with their FC to join ours.
