I play it as it still requires a significant control of one's aether, and can be draining if done too frequently. The gil is simply a tax instated by the city states to cover the rather high cost of rebuilding the aetherytes post-Calamity.
^^ Â I agree with this. Â Especially considering that there's an entire questline (the Thaumaturge quest, in case you're wondering) that involves someone born without this control. Â And it's explained in that questline why it's so dangerous for them.
