There's a long way from the circumstantial evidence you picked up on to -confirmed.-
I was watching like a Hawk trying to confirm that theory that Dzemael is a Gray house, but if it was there I didn't see it.
No, it seems to me that part of the reason the Duskies feel they have it better in Ishgard is because that distinction between the clans seems largely a southern concept. Ishgardian Elezen are neither Wildwood nor Duskwight, specially the founders and nobility. I think the four major houses are also neither Duskwight nor Wildwood, they're Ishgardian.
Is there one House that's more friendly towards the Duskwight diaspora? Maybe... We have to keep looking.

I think they probably were Wildwood originally, however enough time has passed, and there have been enough changes to consider them their whole race.

but yeah, remember that although the guy in the TbC was dark skinned, his relatives (the famed asthestician and brother, are light skinned) (iirc they are from house Dzemael.)

There is no doubt they were Wildwood Elezen though, and apparently still regarded as such if we have to take the FFXIV website to back it up.
That said, one can dream of a new playable elezen subrace!

Again apologies for the TOTAL DERAIL.
But my point wasn't that ALL Ishgardians were one thing or another. I ceded the point that using 'confirmed' may have been a bit hasty (I was excited what can I say!). I actually like the idea that Ishgardians would/should be considered a different subtype but I won't hold my breath on that kind of thing being implemented as anything more than a player canon/RP type deal.
I'm still of the mind that Duskies are there and Dzemael's at least okay with them? There was a sidequest (that I'll need to find) that kind of hints at them potentially intermarrying and such. Really for my sakes I was hunting the info to figure out which of the houses my character's family would fall (waaaaaay) under.
