In-Game Bonus for One-Time Password Users
As of patch 2.2, when logged into the game with a one-time password, you will have the option to designate one aetheryte of your choice as a free destination. Teleporting to your free destination will incur no gil fee. Moreover, you may change your free destination as many times as desired.
* The free destination is only valid for Square Enix accounts with a registered one-time password.
* In the event your one-time password has been deactivated, teleporting to your destination will incur a gil fee. Furthermore, your free location cannot be changed while your one-time password is deactivated.
As a quick and easy way to ensure a safe and secure gaming experience, we highly recommend all users take advantage of the one-time password feature.

So let's see here...Extra security, plus I get a free teleport location I can change at any time at no additional cost?
Other MMOs need to institute similar incentives right now.

I'm assuming this will be like the "Return" with some form of cooldown. So you can essentially just switch between the two and cut down almost all your teleporting fees.
This will be very nice.

Uhmmm noob question here but what is the "one time password"? I always log in with my regular password.

It's a security token thing used. http://www.square-enix.com/na/account/otp/
You can use it on phones (iOS and Android, no Windows Phones)
Essentially a 6 digit number is generated when you access it as you type your account name and password. It times out in like 1 min or so.

There's also a physical token you can use; one came with the Collector's Edition. I believe you can also order physical tokens from the SE online store. It works the same way as the phone version, except it's a little keychain thing that gives you a code when you push a button on it. The lifespan is substantial; my XIV token came with my 1.0 CE, and I have a WoW token that's pushing 6 years now and still working.

Just checking as I am still a bit confused (my usual state btw):
1) I can generate the one time password on my phone, right, like Kage said?
2) If so, do I use THAT code to log in instead of my usual password?
3) And would I need to generate a new one time password each time I log in?
4) Finally, where do I go to generate this code?
Whew....so many questions. But....must....know....to save.....gil!

You use the code plus your password to log in. On the login screen for XIV, you put the code in the "One-time password" field. The codes change every 30 seconds, so you put in your password, then generate the code, then type it in and log in.
IIRC, the one-time password apps are available in the iTunes and Google Play app stores or you can order a physical token from SE.
