Q: Lore-wise, how do you explain the large quantity of hovering monster? How do they do it? (Pugil, Jellyfish, etc.)
A: Bladders.

A: Ramuh doesn't do it cause he is more laid back, more about protection of his followers than domination. Only tempers the sylphs cause they ask them to do it.

goblins, qiqirn and the dancing lizard people (name forgottern right now) are considered beast tribes, do they have primals or are they beast tribes through their bestial nature
we don't know (i.e. they cant say about primals)

Yes they are. people come forwards at the precursor of Astral Era's to warn people. These are known as Archons.
