Horses are Far Eastern (Othardian) and do not seem to be bred at all yet here in Eorzea. Based on the GC Warsteed text, it appears that what horses we have currently in Eorzea have all been bought and imported from the Far East. So likely only bred there.

Yes, they are quite strictly regulated by Ishgard. So much so that only male chocobos are lent out to the Eorzean Alliance. However, Liadan is right in that we do see a female chocobo in the Moogle's Gift Mounts stables at Bentbranch. BUT, the reason for this is actually addressed in the Gridanian MSQ "Leia's Legacy" in which you find out that Luquelot (the stablemaster) is actually an Ishgardian Chocobo breeder, not Gridanian. Also, said egg in the quest was from an Ishgardian noble steed named Leia. When Luquelot left Ishgard, he brought his chocobo breeding with him.
