Free transfers are given to any pre-existing character on the Chaos Data Center worlds after the move. They're not going it to people to move to Chaos but off of Chaos.

Free transfers are given to any pre-existing character on the Chaos Data Center worlds after the move. They're not going it to people to move to Chaos but off of Chaos.
