There is, in fact, a LS kept for the purposes of coordinating these events. There has always been such a linkshell. In the downtime between story arcs, it serves mostly as a channel for OoC and PvE chatter, but its original purpose was and still is to serve as a facilitating tool.
Invitations to Tentative Allies go out as needed, when needed.
(As a matter of fact, you were both members during Askier's original story arc, Saga of the Wind-Swept Sands; I'm kind of surprised that you've both forgotten)
