So, uh, yeah. It's not a philosophical statement or argument, it's an anti-spam tool.
The idea of the question CAPTCHA is to keep out both bots and low-skilled human spammers of the sort hired through Mechanical Turk. While a spammer could go look up the answer to any of the questions, that takes more time than it's worth, and so all but the most dedicated spammers will give up and go elsewhere. We'd get a similar effect by tarpitting the registration page (say, by making it be submitted two or three times, with a 60+ second delay), but the question CAPTCHA is a lot less annoying.
In terms of actual numbers, this particular question's success rate is about the same as all of the others. So, even if it might be confusing to some, in the aggregate, it's about as hard as all of the other questions. (Fun fact: over 200k spammer registration attempts have been rejected by our question CAPTCHA!)
