With absolutely no basis in lore, here is my opinion:
While it isn't quite the same, the real world comparison would be for someone to be Secret Service while also serving as active duty in the Army. Hell, it would be like having dual-citizenship and being Secret Service and being a part of Canada's army.
It would be difficult to even approach that as a career, just geographically. Fast-travel via crystal is something of debate at times, but I just don't see how someone could be a part of the Adventurer's side of the Maelstrom/Adders while also being sworn to protecting the Sultana at all times. There aren't any part-time Sworn, that's what Free Paladins are for.
For my money, it would be very difficult to justify someone tasked with guarding Ul'dah's ruler also being on the payroll for another country's military.
