But the reverse is happening. Native tribals with affected accents aren't in the cities normally. To my knowledge, aside from the dancer NPCs, everyone in Ul'dah is pretty sensibly dressed. Showing up in your underwear is going to get looks in any city, regardless of how appropriate it might seem to you.
