New to RP and Balmung

However, it seems to be perpetually locked. I'm thinking about just eating the $18 fee to transfer but...how does anyone else manage to get on the server? On the weekends I've stayed up til 5 am AZ time with it still being locked, and during the weekdays I get up at 430 am to go to work and its is again still locked. Just looking for some guidance. Thank you!
