It is a common misconception that the server lock is related in any way to people being online at any given time; it's not. The server automatically locks down when the simultaneous log-ins in the lobby server reach a certain peak.
It doesn't matter how many are already in the game and whether they are active or AFK. What matters is those attempting to log-in while you are creating your character. Remember that log-in from characters that already are registered in the game (meaning, those who haven't just been created and have yet to see the first cutscene) do not get any server lock, so they have priority over those who have to step on Balmung on the first time. That's why transferring characters do not get any server lock (except of course the specific Legacy > Non Legacy transfer, but that's for a different reason, not the lobby server).
I know it sucks, but sadly our current lobby server is very cheap, and SE already said that upgrading any hardware (and thus giving us nifty things such as extra character data, which translates in more inventory, more details, more customizations, more hairstyles, bycolor dyeing etc. in the case of game servers, and less DCs/more log ins in the case of lobby server) is the last possible resort they want to look at.
Ahh, that does make quite a bit of sense. I was under the impression that the number of people on the server at any given time was the cause for the character creation being locked out, mostly because people I ask would always respond with "Try at 4 AM, there's less people on then!" So I had assumed that it was in relation with people just staying in the game.
Why wouldn't SE upgrade the lobby server? That doesn't seem like it'd be that big of a deal to do. (Though I don't actually know anything about the company or their business, so I probably sound really dumb.)
In an unrelated matter, It's almost 3 AM, time to hope I get into Balmung.
