Again, it has little to nothing to do with people already logged in on the game. The server is locked because the log ins are constant. If you really cannot find a good window (I was able to make all my 8 characters during EST mornings in the weekdays, when people go to school/work, but it was a loooong time ago, so things could be worse now), you could always make the character on another server and then transfer to Balmung for a fee.
To be an interesting, intriguing, well-written character, there needs to be something to allow the audience to relate to them. That is what the problem is with who wants their character to be "perfect". Perfect characters will never be strong, and strong characters will never be perfect, because WE (those who read, who watch, who RP) are not perfect.
