That's a hard question to answer really. it would depend on the situation. Is it someone she knows ? is it a stranger, is it why working at the café ? Was it while walking along merchants row?  because if it was, someone just tried to mug what little Gil she has.
Overall touching is one form of communication, so yes she touches people. Sometimes her tail sways a bit too much, sometimes those pesky Lalafell's  like to try and pull on it.
