Anyways, every single Miqo'te NPC I have seen has had a traditional name. The only partial exceptions are the two Brass Blade Miqo'te Seekers at Highbridge. Even then, their forenames still fit the conventions.
However, there are plenty of Miqo'te shown in the game who are clearly more fit into the culture of the city they live in. I don't see why a Miqo'te character can't decide to change their name, or get one that doesn't fit conventions for one reason or another. Plenty of players do it.
