It's not that hard to imagine really. How do people survive in the northern reaches of Alaska, Canada, Siberia?
Before agriculture, we were primarily carnivores. Chances are, the majority of their food is fish/meat and they import grains.
Being in the mountains, they probably have an abundance of stone and ore to build with or trade.
