Well, it depends. Lore-wise, if even new characters created after A.R.R launches are considered to be from "the past" or whatever 1.0 ends up being, that doesn't necessarily mean that every single person from the A.R.R era is from the past. Whether it's a new world and there's a different version of Eorzeans living there, or it's the future and it's the descendants of people from the past Eorzea..
I highly doubt everyone living in 2.0 will have come from the past. Which, in that case, roleplayers would be more than able to simply say there character has lived in the 2.0 world since they were born, and did not come from the past.
