Yup. And as such, they're rather willing to be assholes to outsiders and people the elementals deems not welcome. But it is not assholishness for beneficial gains. It is assholishness because there's a potential guillotine for every single person in the Shroud if the elementals decided to flip their shit.
...Which doesn't excuse the fact they're being assholes, anyway.
