Implementing that in 2.0 would have been just one more challenge on top of the rest of the overhaul - Legacy options needed to be retained or rebuilt, remember. I imagine SE was trying very hard to reuse what assets they could. Also remember that a lot of the 2.1 content was content they didnt have time to implement before 2.0 launched.
