Orrin originally had leave to explore the outside world under the mission of finding means of aiding Ishgard. He got sidetracked by an Ul'dahn plot involving Dragons and what not. Once that was concluded I've restricted Orrin to Coerthas, he has no reason to be anywhere else, not with ol Niddy awake.
