Still doesn't solve the "need 7 more dudes at levels nobody's gonna give a shit about to progress" problem I keep bringing up.
Again, relying on the community is not a solution - too many problems (optimal play times, availability, classes, etc.) that makes this an unreliable solution. At least not without incentives for those who are helping out (offer level 60 tomestone bonus if you're helping out a new person in their first run through a 2.0+ dungeon would be the best way I can see this happen).
People would fucking line up for this just to get a leg-up on the level 60 content.
(Also, I'm thinking that in the case of Chrysalis and Steps you'll get a piece of Ironworks from the Story quest as a way to palliate for the fact that none of them actually grant anything.)
People who currently do Lowlevel will likely keep doing low level.
and three extra classes is more than a race, it just happens that those classes are gated behind content. Also, Burning Crusade and Cataclysm only introduced new races. And even then only 2 to balance out the factions.
