I've been on a lot of big Persistent World servers like Amia and Arelith, but I've also RPed on a string of old Local Vault RP servers hosted by a tight-knit community.

It all depends on what I can garner from first looks, really. I usually try to attract RPers who look like they're waiting for something to happen. My best tactic was to host public buffets welcome to anyone who wishes to join.
Through experience, the best way for me to start RPing someone is to catch them off guard through the use of quirky interactions.
Here are some of the lines that I've used in the Quicksand as an example:
"You know, with all of the people trying to challenge Momodi to Triple Triad she ought to enlist in a tournament."
"Don't your legs hurt from standing in the same spot all the time?"
"Why are there so many miqo'te here?"
"What book are you reading?"
"I'm hungry. Are you hungry?"
Nine times out of ten, this method works for me. Personally, I'd rather see people enjoying themselves on the tables than standing on the fence all day. That's why I've decided to bring people together to help build the tavern atmosphere.

Neverwinter Nights, SoU and HoTU. After beating the campaigns, I moved onto trying out the multiplayer and that's where I first developed my hobby of roleplaying.
