I've read all the patch notes since housing has been implemented and never seen this in the notes.  There have been regular discussions on the main FFXIV forums that act like this isn't implemented. Such as this one: http://forum.square-enix.com/ffxiv/threa...INEVITABLE. Are you sure your friends didn't just get lucky and find a house that someone spontaneously gave up? Not everyone is going to carry forward the practice of selling the right to relinguish a plot.
