As names are not made, I think it'd be hard for rumors to be used for harassment. Even if someone spread the rumor that "It seems there is a serial killer aiming at conjurers all over Gridania", I don't think this would be a form of harassment. Just something for them conjurers/gridanians/wood wailers etc. RPers to talk about, and maybe RP on. I honestly don't see how it could be used as an harassment. They're never personal.
To be an interesting, intriguing, well-written character, there needs to be something to allow the audience to relate to them. That is what the problem is with who wants their character to be "perfect". Perfect characters will never be strong, and strong characters will never be perfect, because WE (those who read, who watch, who RP) are not perfect.
