Are the RP servers still full?

I know people are saying they can get onto Balmung with a server transfer, which this sounds like a good idea but I am left to question I went onto the server transfer page and I found something that does leave a few questions. I found something that said  ・Characters cannot be transferred to Worlds with restrictions on character creation. Which leaves how can they be transferred to Balmung? If its closed and such things? Perhaps I am wrong and reading it wrong or just not understanding. I'm willing to pay for a transfer for a few alts but I'm curious if it would work.
