That was extended a long time ago. Now you can access to it whenever by consuming a certain food, even out of the city. I don't remember what emotes it has but I have heard others saying they could do it (and I'm sure in XIV they could, I mean, it's nothing different than what we got when we could glamour as the GC leaders).
I'm just saying, it may not be out there yet, but I wouldn't say we'd "never" get it.
To be an interesting, intriguing, well-written character, there needs to be something to allow the audience to relate to them. That is what the problem is with who wants their character to be "perfect". Perfect characters will never be strong, and strong characters will never be perfect, because WE (those who read, who watch, who RP) are not perfect.
