Evangeline has already broken once, a few years ago. The combined stress and trauma of her abusive mother, bullying, and the trial and execution of her brother for cowardice, all combined. She lost her faith, her loyalty to the state, and a large chunk of her self worth. Eventually it led to her abusing drugs and alcohol, toying with various heretical cults, and moving from one toxic relationship to another.
When she was caught, she was tortured more, which only pushed her fear and hatred of the state over the edge. In Ul'dah, her crusade to topple the government was, in its early days, was the response to how powerless she felt in the world.
Thankfully she started meeting people who would help her, rather than hurt her, people like Gharen, Orrin, Klyn, Vaughn and Jaques. Surprisingly even those she did her best to hate, like Crofte, ended up helping her grow.
I'm not sure what it would take to break her again, some sort of betrayal, perhaps? Just now when she's starting to learn that people can be trusted again, it could push her back over the brink.
