Intelligence, yes, but intelligence belonging solely to the upper class is neither universal historically, nor implied in this thread, I don't think.
If brevity is the soul of wit, then perhaps we've already seen this thread at our wit's end.
Bonus thought: shouldn't the original quote have been, "Brevity is wit's soul?"
