They could just run a sync on all areas. Â So that walking into the first zone of 4.0 syncs you to 52 if you weren't there already, then the next, 54, und so wieder. Â That way, if you didn't do Heavensward, you can play whatever unrelated story is theoretically in 4.0 and level 50-60 without ever touching Heavensward, but also those who played it aren't running train over the zone as level 60s.
