I mean, I doubt the Athenaeum Astrologicum would even be there if Astrologians were considered heretics.
Edit: By astromancy I mean astrologians. I've heard both terms thrown around.
I recall some quest text that said a Sharlayan astrologian's father was killed for spreading the practice of astromancy in Ishgard, but maybe that was a past thing and Ishgard has relaxed it's stance on it.
