They've mentioned that they're doing this in phases. This is just the first phase. Then they're looking at relocations, etc. This isn't the end all be all but the same team that does X content is usually the team that does Y content. If I remember correctly the housing team is also the gold saucer team? So the team is doing > gold saucer stuff, furnishings limit, looking into plots, looking into how to relocate them, and looking at whatever else they have planned.

July: Q63. I really love the scenery in the new areas. Do you have plans to introduce a housing ward in Ishgard?
A63. We’re currently working to solve the inconvenience in the extended wards, so we believe it’ll be after this. This is because we think we first need to create a transfer system for players who wish to move to an Ishgard area.
August: Removal of Inactive Houses: We'll be adding a system that removes houses that are not in use. We’ll be announcing the criteria for removal in the future.
August same live letter: Plans for Land for Housing. We’re thinking of ways to make empty lands. First, we would like players to create houses on these empty lands, then once the moving feature is implemented, we’re looking into either adding more land into existing housing areas, or to create new housing areas in Ishgard.
The stuff they told us for 3.1 is happening and that was the first of their plans. Maybe, oh maybe, once they see how 3.1 reclamations go they're going to see about adding more land. Like they said.
