Conjurers use staves of wood and other natural elements because it enhances their ability to draw aether from nature. Whereas thaumaturges use gems and bone in order to focus and enhance their aether so they can make the most of what they have. So while a conjurer can use their internal aether, the average conjurer isn't equipped with the right tool to do so efficiently (and vice versa).
