About the only way I know of of getting into Balmung right now is via transfer or being exceedingly diligent and creating a character on the server right after they come up from maintenance. Literally within the minute.
Balmung appears to be the main server for RP but there are small pockets of communities located on other servers. If you check the Linkshell Hall you should find those that have made themselves known.
As far as Gligamesh I can't speak to their RP community because I do not play on that server but I have heard from chatter that many have migrated to Balmung in recent months.
I completely agree that it's pretty negative for newer RPers and, personally, I think its questionable and disingenuous of Square to allow characters onto the 'full' server....for a fee.
