On a practical level though, they do seem to be more insular and independent. During the raid on the Vault we're shown through dialogue between Aymeric and Estinien that the Dragoons are more loyal to their shared cause than broader politics, and likely more loyal to the Azure Dragoon than the Knight Commander or the Archbishop.
