Ignoring their more dire conditions post Calamity, Ishgard was always a fairly wealthy nation. In fact it was Ishgard's offer to open trade that drew Ul'dah into the Autumn War in support of Gridania. Having sole control over the entire Eorzean chocobo population probably contributes to that.
