
In addition to what the others have said - Remember it's okay to start small. 5-6 people is more than enough to craft some engaging plot, and what I find is that when you do good roleplay people will be allured to that. I can't stress how much explosive growth - taking in 5-10 people over a short span of time - can be more harmful than good.
Bring your people to public events as well as public RP locations - having a weekly or bi-weekly meetup at for example one of the bars around (not just the quicksand, also places like the coffer and coffin) isn't just good for your social RP, it also means other people can spot you and engage with you. Don't just get tied to a house or an apartment (if you have either).
