The simple explanation: the Warrior of Light is just that overpowered.
The Eye of Nidhogg doesn't actually grant any abilities; when it's not near Nidhogg, it just serves as a well of aether from which to draw power from. It's basically a big battery, and the Azure Dragoon is chosen as the person who is essentially capable of drawing the most aether from the eye to fuel their abilities.
So ordinary mortals need the Eye to be Azure Dragoons, but the Warrior of Light has a huge volume of aether at their command because...reasons. Really, the Eye choosing the WoL is more of a symbolic gesture than anything else.
One of the running theories is that the Warrior of Light is such a hero that people pray and wish for the Warrior to save them in times of calamity, causing the WoL to draw aether from the land around them--essentially they're a mortal with the power of a primal--which is why they're so powerful.
Either way, WoLs don't need the Eye of Nidhogg's well of aether to fuel their abilities because they're already absurdly powerful in relation to normal people.
