Also, in most cases it seems like souls tones are just to give you the strength or knowledge to perform abilities. In MCH's case I guess they give it to you to pave the way for the future. In the end though, how many jobs truly "need" a souls tone to actually perform their part?
The MCH is new with Heavensward. They did not exist before that in the story. So the stones are very new. I would assume it's in part to the crafting/manufacturing of them that they're in part smoothly shaped much like a cut stone. However there's not much information on that that I am aware of. I don't recall it in my lore book but if you give me a few minutes I can see if there's anything in about the stones themselves.
Soulstones usually hold the whispers of their past owners; so yes they tend to hold the knowledge "teach" their users; but it requires a lot of training and study of the individual. As for how many jobs require it; I would tend to think to be a "capital" letter job ie. DRG vs drg you would require the stone to learn the knowledge. I know the WAR and NIN story do directly "whisper" knowledge to you as it says when you learn a new ability through the storyline.
