As someone who actively played both factions on Moon Guard from 2009ish until around 2014...this is literally the first time I've heard of this.
You have a bunch of really big groups (which each group is a composite of a ton of other guilds working together) and since all of them intermingle and intertwine it creates its own little entity. Drama tore the Church roleplay scene to shreds, where it fell back to being loosely connected guilds, but check out the Stormwind House of Nobles website if your curious. Some of the documents they've put together in their Court sessions are quite elaborate. Although I don't really participate, the lengths that they've gone through is quite impressive.
