I have a much neglected Qestir alt of my own, and the reasoning in which she had left was that she spoke inside her tribe just once under circumstances that made sense for an outcry but still was quite damnable from a Qestir perspective. The action was not tolerated as it even came between their attempts of keeping order, and she was exiled with no chance for immediate redemption. Being a bit prideful and already hungering to see more of the world, she wandered through the Steppes to see what she hadn't yet, and finally wound up at a port loudly boasting ferrying to Eorzea. After a bit of thought, she conceded, "Why not. I've nothing left for me here."
