Nope and not yet, respectively. I believe the last word on add-ons and UI customization is that they're working on it with no ETA.
What a lot of people do is put up wiki pages here, which are easy to find by character name -- but of course, that requires the other player know about the RPC and requires an Alt-Tab out of game. Also, without the character constraints of an add-on, some people (like me) produce wiki pages that'd be a bit long to read in the midst of RP.
