It helps that I only have one IC LS right now. Sans lore, I personally lean towards the city-states possibly having indoor plumbing, but smaller outposts lacking it. It depends on the means of travel. If L'yhta teleports (which is something I consider IC), then naturally, it's instantaneous, but of course there's a cost that must be paid. I play that up as paying a fee for Aetheryte maintenance and security. You can make it, but unless you're a Garlean (with access to magitek), you better have a wood-burning stove or a Thaumaturge.
The aesthetic of Eorzea seems to lean towards gas and oil lanterns, or magic, as light sources. I don't see any evidence that they have access to electricity other than as an damaging force.
