It does nothing of the sort, though that is the excuse SE has given, yes. It doesn't prevent people from continuously re-entering, however, which is what puts a load on the server. Actual lock-out timers would work significantly better in alleviating any server stress, though I must say - XIV has maybe a million or so players. Their servers, were they actually decent, should not be experiencing much stress.
It's not actually a question of server stress.
The instance servers have a finite number of instances they host for each dungeon. Â It's apparently a fairly small number, which is why things get backed up and people end up waiting for an instance with a full party when trying to queue for Amdapor Keep.
I'm honestly not sure why they chose to do things that way. Â It might be a situation where they literally don't have enough servers to handle more instances than they already have. Â In that case, it could take some time for them to upgrade to have enough blades to host more instances to alleviate the wait times for specific dungeons.
