I don't think they're focusing on ERPers but on random people who will surely find a new tool for weird screenshots (or for harassing others). As if the current emotes hadn't been enough for them, it's clear what many if not most people would use the doze emote for ^^;
You have to treat the online communities as if they were little kids, because in the end that's how many of them will act. If the company doesn't want people to join FFXIV for the "sexy possibilities", then it's only normal they'll try to protect the game's image *shrugs*.
