It looks like they've already addressed your questions. Rinhs suggestions of Europa and the Euro-centric FC's should help with finding people who are primarily online during your times. It took me a long time to get my first 50 in FFXIV, though that was in the previous version, I can be a bit slow as well, though I enjoy my meandering pace, no matter what anyone else says.
About helping form you character, it is in many ways I think and advantage to not have a really firm idea of what you want going into the game, theres a lot of lore provided by doing the quests and seeing to world, perhaps you'll stumble on something that will provide insight into the Lalafellan way of life and give you something to build on.

While I imagine many of the concepts are already familiar, Eva also touches on a few of the circumstances more particular to FFXIV itself. There is admittedly a lot to get through but I think it a good refresher.
But perhaps you want to jump in and see some of the communities. I'll first echo Rinh in saying that Europa will likely have a fair number of people closer to your time than elsewhere, however! the following two groups are fairly sizable with a healthy mixture of night owls, early birds and day-timers. Perhaps just stopping in for a week or two and seeing how things work out might help?

"Intermission" Is an OOC linkshell that serves as a way for roleplayers to get to know each other outside of roleplay. Chatting about where people are, what they might be up to, the latest episode of some TV show, or even commenting on that handsome Roe fellow with the fancy hat. A great way (as the linkshell entry says.) to make friends.
Or maybe you just want to smash some virtual skulls.

"Balmungs Finest" is another Out of Character Linkshell, but this one is all about group content the Trials, Primals, and dungeons. If you're farming Stone Vigil, or just really want to drag other people through Aurum Vale then this linkshell should help find you people to fill out your group. Or perhaps you're more along my lines and just like to lurk and jump into parties that are looking for people instead of making one.
Phew thats a bit of information to go through. All the other posts and my own included I hope show just how open the RPC is to people, comments, questions, concerns... there are lots of people here who like to talk, and sometimes even manage to stay on topic!
