Indeed there is a slight difference, it turned from night to day when I took the pictures so it's not too visible sadly.Â
The new dyes are unlocked via the beastmen tribe dailies which start around level 43 at Gridania and Uldah's GC locations. You need to achieve the Recognized rank before you can purchase them (the vendor price is around 200 gil) - but I think they are otherwise trade-able and I wouldn't be surprised if you can find them on the AH already
